When I started animating I made a simple clay man and made him interact with things that are already there, eg on your desk your clay man could discover a phone. That way you dont need a set.

the set isn't made of plasticine but start simple like chocachoc said if you still enjoy it after your first animation you could move onto a little house for your man

their isn't a specific way everyone is different i would say start with the head
